The theoretical basis of the adaptation of higher educational institutions (HEI) to the educational service market is formulated and the estimation of its condition and principles in the agrarian sphere of Ukraine is given. The service on educational service market include training and conversion training of specialists of different levels, products of intellectual labour that are science-consuming types of services, innovations, licenses, and other services having to do with the information, marketing service etc.
The main criterion of the activity of HEI on the educational service market in the transitional economy is their surviving in modern conditions, when HEI are financed unstably and compete with other state and private HEI.
The basic instruments of the adaptation are the complete using and gradual raising of the HEI potential and image, diversification of their service, attraction of alternative sources of financing, use of bona fide competition methods, improvement of service quality, investigation and meeting the consumer needs, opening of new specialities and service.
The basic contradiction between the educational service market and related to it market of specialists implies that the shortage of managers and specialists in Agro-Industrial Complex (AIC) is accompanied by the increase of the number of unemployed specialists-agrarians. The problems with getting a job for graduating students of agrarian HEI are accompanied by the increase of school-leavers who would like to study at these HEI.
The availability of the powerful resource potential of agrarian HEI creates conditions for their adaptation to the market environment and competition between them on the educational service market. The complex comparative rating estimation of the adaptation of agrarian HEI to the transitional economy is given for the real exposure of their ability to compete and prospects of their transformation. This rating takes into consideration all major parameters concerning of HEI surviving. For its building the material and technical base data is used, also data of the scientific and pedagogic potential of HEI, their specialization, sources of financial costs and other indices.
The directions of commercialization of agrarian HEI are recommended. Besides compensational training of specialists they presuppose rendering of number of service providing HEI potential. The estimation of personnel business risk is given imitational modeling is applied. The mechanism of price formation on the HEI service is proposed. The establishment of price of training of specialist provides the exact definition of the cost of teaching of a student in terms of speciality, form and term of study according to curriculum using special grouping of expenses and methods of their distribution.
Prospect appreciation of the AIC specialist demands in Ukraine is given, and it shows the nearest overproduction of accountant, economists, agronomists, zootechnicians, veterinaries and engineers in future. furthermore a considerable part of specialists, who meet modern requirement is not called for and considered to be unemployed, because they are not satisfied by the bad labour conditions in a branch. Some of them have found a job in new economic structures, have opened their own business, reprofiled their activity.
The state is not able to finance the functioning of twenty two agrarian HEI, thus in this regard, it seems to be reasonable to limit the budget assignations just for six of them according to International Monetary Fund (IMF) recommendations. The recommendations about possible reformation of the rest HEI are given, including changing of the form property form, for instance, transformation into the joint-stock company or its transition to private ownership.
The economical of educational services for HEI is determined by correlation of receipts and expenditures for teaching of students; social efficiency – is characterized by quality of training of specialists, who graduate. The efficiency of higher education for the consumer of its service is expressed by recoupment of investment into the human capital of specialist; and for the future employer – by the ability of the educated employee to perform a work of definite extent of complication, tension and responsibility and finally to bring profit.
The external aspect of efficiency of personnel training in the region is determined by the influence of educational level on economic increase, in particular, on the value of total social product, and on the change of labour productivity; the internal efficiency is characterized by the own contribution of educational workers, rational use of material and monetary resources, effective functioning of all links of educational system etc.
